New Identity Verification Requirement for Customs POA

To our valued customers:

In response to increasing concerns regarding importer identity theft, fraudulent import activity, and Customs fraud schemes, U.S. Customs and Border Protection (CBP) has intensified its review of an importer’s Right to Make Entry (RTME).  Recent federal enforcement initiatives, including the attached June 3rd, 2026, Executive Order Strengthening Customs Enforcement, reflect a heightened focus on validating importer identity and authorization requirements.

CBP’s current Power of Attorney (POA) Best Practices guidance states:

“To the greatest extent possible, have POAs completed in person so the grantor’s unexpired government-issued photo identification (driver’s license, passport, etc.) can be reviewed.”

As part of RTME reviews, CBP has increasingly requested that customs brokers provide documentation supporting the authenticity and validity of a POA, including government-issued photo identification for the individual executing the document.

To align with CBP expectations, effective October 1st, 2026, NNR Global Logistics USA will require a valid, unexpired government-issued photo identification document from all individuals signing a new Customs POA.

This enhanced verification process is intended to:

  • Support the authenticity of executed POAs.
  • Strengthen RTME compliance.
  • Reduce exposure to identify theft and customs fraud.
  • Minimize shipment delays resulting from CBP authorized reviews.
  • Protect both NNR and our customers from unauthorized import activity.

In addition, the Trade Compliance team will work with existing clients to obtain identity verification documentation where such documentation is not currently maintained on file. This proactive measure will help strengthen compliance controls, safeguard clients against fraudulent activity, and support uninterrupted customs clearance operations.
