Canada Tariff Modifications and Ban

On September 8, 2026, U.S. President Trump issued five proclamations, modifying the Section 338 tariff action on Canada that started on August 22.

Effective September 15, 2026, 122 additional Harmonized Tariff Schedule (HTS) numbers will be subject to the 50% tariffs, 10 HTS numbers will be removed, and the use of the Section 232 exemption will be limited to items on the HTS list associated with HTS 9903.03.13.

On September 29, 2026, several products will no longer be allowed to be imported into the U.S., including certain alcoholic beverages, whey, molasses, non-alcoholic beer, and motorcycles and cycles. Refer to the Annexes in the following Federal Register notices to learn which HTS numbers are impacted.

What Changes on September 15, 2026?

  • 122 additional Harmonized Tariff Schedule (HTS) numbers are now subject to additional tariffs under HTSUS 9903.03.12 or 9903.03.14. See list.
  • 10 HTS numbers are no longer subject to the tariffs.

  • Only goods subject to HTSUS 9903.03.13 are eligible to claim HTSUS 9903.03.15 (Section 232 exemption).
