US-UK Agreement on Steel & Aluminum Tariffs

On March 22, 2022, the U.S. & U.K. have reached an agreement over steel and aluminum tariffs.

Section 232 additional tariffs on certain steel and aluminum products made in the U.K. will transition to a tariff-rate quota (TRQ) on June 1, 2022.

Products imported within-quota will be free of Section 232 duties, and products imported above-quota will be subject to 25% on steel products and 10% on aluminum products. The exclusion process will remain as-is. Derivative products will not be subject to Section 232 duties.

Steel

To qualify for the TRQ, steel imports must be “melted and poured” in the U.K. and have a U.K. country of origin.  Products further processed in the EU and subsequently imported into the U.S. may be eligible for duty-free treatment under quota against the U.K. TRQ volume.

The agreement includes stipulations on U.K. steel producers owned or controlled by a company registered in China or a Chinese entity to ensure there is no evidence of market-distorting practices by that producer. 

Aluminum

Semi-finished aluminum products must not contain primary aluminum from China, Russia, or Belarus.

A Certificate of Analysis is required for each aluminum product and smelted primary aluminum used in the manufacturing of the product entering into the U.S.
