Reciprocal Trade Deal with Guatemala Signed

On January 30, 2026, the U.S. Trade Representative and Guatemala’s Minister of Economy signed the U.S.-Guatemala Agreement on Reciprocal Trade. In exchange for a revised reciprocal tariff rate, Guatemala agreed to several measures, including non-tariff barriers, agriculture, intellectual property, labor, the environment, customs and trade facilitation, border measures, taxes, and more.

Key U.S. Tariff Terms

The U.S. shall apply a revised reciprocal tariff rate on originating goods of Guatemala as set out in Annex I of this Agreement.

• Schedule 1A: The U.S. shall not apply reciprocal duties to certain originating goods of Guatemala.
  • Agriculture: Select HTSUS from 0106.19.91 to 3823.70.40
  • Industrial: Select HTSUS from 2504.10.10 to 9818.00.07
• Schedule 1B: The U.S. shall provide a reciprocal tariff rate of zero on originating goods of Guatemala as set out in Schedule B.
  • Agriculture Select HTSUS from 0709.99.05 to 3301.29.51
  • Industrial:
    • 3104.20.00 Potassium chloride
    • 3104.30.00 Potassium sulfate
    • 3104.90.01 Mineral or chemical fertilizers, potassic, nesoi
• Schedule 2 – Textiles: For goods of Guatemala that qualify as originating under the rules of origin for CAFTA-DR (Dominican Republic – Central America – U.S. Free Trade Agreement), the U.S. shall not apply the reciprocal tariff. [HTSUS 4202.11.00 – 9404.90.96]
• For all other goods of Guatemala, not described above, the reciprocal duty shall be no higher than 10%.
