New Tariff System Addresses Countries Supporting Cuba

On January 29, 2026, U.S. President Trump signed an executive order Addressing Threats to the United States by the Government of Cuba. The executive order (EO) lays the groundwork for Washington to place tariffs on countries that sell or provide oil to Cuba directly or indirectly.

The Secretary of Commerce and the Secretary of State will take the lead in determining which countries will receive additional duties pursuant to this EO. According to the announcement, some of the countries and groups that Cuba is associated with are Russia, China, Iran, Hamas, and Hezbollah.
