On February 24, the one-year anniversary of the Russian invasion of Ukraine, U.S. President Biden made a proclamation increasing duties on certain articles from Russia.
Effective April 1, 2023, import customs duty for certain metals, minerals, and chemicals made in Russia will increase from 35% to 70%. The new rates shall continue until such actions are expressly reduced, modified, or terminated.
A new additional HTS number, 9903.90.09 will be used in conjunction with the primary tariff number in the declaration to U.S. Customs. The 70 percent ad valorem rate of duty is in lieu of the rates of duty provided for in column 2 of the HTSUS in chapters 1 to 97.
